He needs a different GPU since the RX 580 won't fit in his low-profile PC. The HP Elite 8300 only supports 240W power supply, so he should look for a model with higher power capacity or consider upgrading the PSU if possible.

Lower the PC horizontally for the GPU and simply open the door. For the PSU, use a 500W adapter with a 24-pin connector.

Maybe adding a PSU and doing mods is the way to go, or using an LP GPU seems like the best choice.
