Yes, you can set up the library in the desired folder, move the game there, request Steam to install it, and it should work.

After updating Steam, it removed all your games and asked to reinstall them, but when you try to download them again, Steam verifies the files are intact and completes the process quickly. Just ensure Steam recognizes the other library. You can configure multiple installation libraries for Steam—this was done for a friend so their SSD doesn’t interfere.

If needed, open it and select "Add a game..." in the top-right area.

Create a new library on Steam, then press install and select the one with your current games. Steam should detect the existing files. This process works well with both HDD and SSD setups.
