Place the CD into the CD ROM drive. The installation window may appear on its own, or you can use the File Manager to move to the CD drive and then access the installer file.

Link the optical drive. The one you have resembles a USB port; these typically need a USB 3.0 connection for correct power supply. Insert the CD. If nothing occurs, open File Explorer and check for a new drive holding the CD-ROM files. If present, navigate to that drive and locate a file named AUTORUN.EXE, setup.exe, or install.exe to execute.
