Your setup supports the game requirements. With a 1440p display, running at 60 FPS should be smooth if your CPU meets the minimum 9600k and GPU is 5700XT. Your specs look solid for the task.

They’re struggling with the high settings, especially at 4K. Running at 1440p seems more feasible. I noticed IGN tested it with a 2070 and it handled it better than the 5700XT.

Ensure the resolution is set to 1080p and adjust the settings for lower performance. This should make it functional.

I think lowering the CPU would make it worse, as I experienced stuttering in Watchdogs 2 on low settings but smooth performance when turned up. It seems the low-res/quality GPU isn't being used properly, causing a bottleneck. Since the GPU is at least at the recommended level, I wonder if adjusting the CPU settings could help improve its performance.
