Have you attempted to clear all network configurations simultaneously? Navigate to Network Settings, select Advanced, then choose Network Reset.

Just to confirm, the speed isn’t a problem, but YouTube doesn’t load (have you disabled ads?), games and streaming don’t function (are you using VPNs?), yet it still works well overall.

speeds are fine, YT buffers even at 144p, some games work but server based games do not tried it on different web browsers, turned off ad blockers, no VPN. Even pictures take a while to load for example on discord and amazon

Honestly, try resetting before buying a card. Start with a USB stick installation rather than using Windows recovery. Make sure all network hardware is secure and properly connected, then proceed with the reset. If everything checks out during this fresh setup and no software is installed, think about swapping the card. A test with an external device would be really useful too.
