First of all Don't get this board please. Overpriced imo. Get a tomahawk mag which will do the same job. Second of all. Get an rm650x. A 2080super ( because the TI is horrible value ) and get a decent case with good airflow. Or just wait for ampere and zen 3 and big Navi. Second of all. To answer your original question. How many fans are you getting?

I'm focusing on cost rather than exact value. My budget is roughly 5k, but I want to set aside 750-1000 for future upgrades. I'm planning to buy next December, so hopefully the 30-series GPUs are available and I can get them. The setup includes two fans for the AIO, two built-in ones, and two RGB strips with the case. I was wondering if the AIO fans have a shared header for fans and RGB, or if they could be combined into one fan with a single RGB header.

They include both RGB and fan headers. The board features two system PWM headers. You might need a splitter or be able to daisy chain the fans.

You can obtain a PWM splitter. Any splitter is acceptable. For RGB, you can use a controller or connect them directly (though I suggest using an air cooler such as a U12S).

There are only two 5v argb headers, so you'll need a controller. Just grab a splitter.
