The license from the original HP system can likely be used on the new custom-built machine. You don’t need to contact Microsoft directly unless you have specific concerns. A fresh installation should handle the activation properly, though moving storage drives is usually sufficient.

Sure, you can easily grab the key from the Command Prompt and use it again.

In reality, this would violate the licensing terms since the OEM Windows license was intended for the original machine. In practice, as the user mentions, it might function with a call to Microsoft for activation, though this isn't assured. The only certain option remains purchasing a fresh Windows license.

You should only need to contact MS to deactivate and then reactivate the product key. It seems a fresh installation might be necessary, though I’m not entirely sure. Some users have done this even with OEM keys, but it’s not guaranteed.

Impossible to obtain, since it's an OEM key most likely.

It's an OEM key, therefore not allowed. It can only be used once, and it must be activated on the first system it connects—this system is the one it's linked to.

It will be an OEM license linked to a particular device, though they might not do it out of indifference. The licensing conditions likely won’t permit it. Edit: ^^ what they mentioned
