What xeon cpu? If you get the correct MODDED xeons that match the core 2 duos on your platform then they can work. But one this is a very old system so don't invest money in it and 2. those core 2 duo's sell for 5$.

You're using the E8400 now. You can update it, but check if your board supports the CPU model.

We're using top-tier CPU for the board, but not any Xeon model. Only dual-core E-series chips or their exact clones are allowed. No quad-core processors will fit here—it's not supported. Stick with the best option that fits your budget. If your board has solid cooling, you can modestly tweak the E8400 to outperform other stock CPUs.

I'm setting up this PC for streaming videos, reading PDFs, and using reading apps. I believe updating might help me play CS GO at lower settings.

You can likely run Dual Core LGA775 Xeon chips without much hassle, but it’s unclear why you’d need them. It doesn’t seem like a good investment since none offer significant improvements. There are methods to adapt 771 chips for 775, though the results may vary.

Even top core 2 quad models have trouble with today’s CS:GO. For streaming videos, this machine is quite limited unless you have a powerful GPU that supports hardware acceleration; otherwise, performance will be poor.

Your graphics card isn't compatible with the latest acceleration features. Even 720p HD will be quite challenging on this setup. To be honest, older Core 2 systems have lagged significantly over the past four years, and basic media playback isn't reliable anymore. Only machines with modern GPUs, at least 8GB RAM, an SSD, and a Core 2 Quad are still reasonably usable today. Most contemporary or regularly updated games are no longer worth the effort (though some exceptions exist). If you're looking for something better, I wouldn't invest in what feels like a basic machine. There are still many viable alternatives.
