Currently I'm in the United States on another system that only supports CS:GO, but my internet speed is much faster here (100MB/s) compared to Germany (3MB/s). The 3GB PUBG update would take over 5 hours in Germany, but only 10 minutes here. I can download it onto a USB and transfer it back to Germany so Steam can retrieve the info instead of downloading again. Will I go back to Germany at that time?

It’s really hard to say otherwise. You might want to ask someone on Steam for assistance. I’m not entirely sure if there’s no solution, but there could be one... I hope I could help. Good luck! See you later!

Perhaps I'll file a ticket on Steam... but I don't have time for a year's wait.

You might consider pasting the Steam and installation details for the latest version.
