Only one version of a game is allowed per account. After acquiring a game, you can remove it but only receive a refund. You don’t truly own the game, so even if you attempt to gift it, it will indicate the game is already in your possession and won’t let you pay for it.

"For no reason" label – every player who’s ever been banned can do. On Steam you’ll find it to buy as a gift, add it to your inventory, and then pass it along without any issues from your ban. NOTE: It looks like you’re planning to purchase the game on another account and give it to your banned primary account to play. That’s not what I’m suggesting, it would be an obvious shortcut.
