You might look at certain standards, but I doubt 1080p at 60 frames per second can be achieved even with reduced performance.

You can definitely play Witcher 3 since the game isn't reliant on high-end hardware. For ACS, no one has confirmed it yet because it hasn't been released, and minimum/maximum specs aren't available on Steam just yet. With medium-high settings, you should achieve around 30 frames per second at 1080p using a 750ti. Lowering the settings might push you to 60 fps.
