I’d look for a slightly improved power supply since a 550-watt bronze EVGA costs around 40-50 dollars and semi-modular options are common. You don’t necessarily need that much power, and choosing a bronze+ certified one is a good choice—it gives you flexibility for future upgrades without worrying about voltage. Plus, it’s more affordable.

iRacing demands less strain on the GPU compared to other racing titles, though it still needs a solid CPU. I suggest upgrading to a much stronger one. A Ryzen 2200G would be ideal. Consider Corsair CX450M or CX450 for savings of $20-$30. The EVGA FTW model you picked is quite expensive.

Well... Shit. Probably will run, but maybe not that great. Your GPU is fine, but it is your CPU that is going to let you down I think. 2 cores is pretty rubbish in 2018. As long as you're not expecting a super high frame rate or high resolution then you should be able to get away with it. You can buy just one month of the game for $12. Why not just do that to test how it plays and whether or not you like it before shelling out $200 for a full years subscription + tracks/car packs?
