You can definitely use a virtual machine to run the Windows 7 image. First, create a VM with Windows 7, then install Windows 8.1 Pro inside it. After setting up, you’ll have access to the files from the previous version.

You should be able to transfer the image onto a USB drive. Just install Windows 7 on the virtual machine and use it to view the image from the USB.
