mainly focusing on swapping out just your 2TB hard drive from a 2013 computer. Will that avoid the hassle of getting a new operating system?

You can find Windows for 35 dollars on Kinguin. However, it varies based on the version you have installed. OEM is tied to the motherboard.

Meh grey market keys are available, but Microsoft doesn’t generate revenue—just use unactivated versions. You can apply the key from a previous system.

I might be a bit careless about how Microsoft earned money from Windows, but they’ve pushed it hard enough already.

If OP retained the key... It might have been designed with windows already installed, though we're not sure.

If it's a retail copy of Windows, it should work smoothly. If it's an OEM key—meaning the system came pre-installed with Windows—it won't activate. You can contact Microsoft and explain that the hardware is no longer functioning, they may assist you.

Even with prebuilt parts, you receive the key on a sticker attached to the case.
