First of all, sorry I didn't know where to post this. To explain further, I want the ability to record a sound and play it back through my microphone within a 30-second window. After searching online for many hours, I couldn't figure out how to do it. I have voicemeeter, virtual audio cable, and a soundboard. Is this even possible?

You aren't actually playing your voice through the microphone; instead, the computer is sending system sounds into the input. If system audio is on, just open any music player and let the sound play there too. To do it simpler, right-click a button to get an audio source.

A mic (little micro phone) gets sound in from you or me but can't send it anywhere else right now.

I have it set up so that I can hear myself talk through my microphone using Voice Meeter and a virtual audio cable. It seems I wasn't clear enough before. My main goal is to record a death call during Call of Duty so I can play it back into the lobby at halftime for a reaction. Instead of taking a recording, editing just the sound I need, then playing it, I want to do this all in one go quickly.

You aren't actually sending your voice through the mic; you are just letting the computer's normal sounds pass right into your microphone. If the "share system audio" option is on, you can open any music player and let it pick up the background noise or song playing in your room instead of your own voice. To do this easier, use a button or a simple mixer console app like Streamer to run a quick macro that automatically sends audio through your mic while keeping other sounds out.

I believe that setting exists in the games on Windows 10. You can press the Windows key plus G to open the Xbox Game Bar. The feature is available here, but I haven't tried using it yet. If you need screen recording without video, there are many free programs for that too.
