You could buy Windows 7 for about $20 and then upgrade to Windows 10 later if needed.

You can use a non-activated copy of Windows 10 without changing your wallpaper.

It has ended, yet you can still get an upgrade for free, I think.

You can actually purchase Windows 10 through various resellers and eBay listings for just 5 euros. I bought several keys for Office and Windows on eBay and they functioned flawlessly.

Be ready for windows versions that seem inexpensive, as you might encounter issues when needing to relicense later due to burned-out keys or changes in ownership. Keep in mind it can be tough to locate drivers for newer chipsets, especially when trying to install 7 and enable features.

I think the Accessibility feature is still active, so using any of those tools lets you upgrade at no cost—or you can choose to do so if you prefer.

The deadline was December 31, 2017. Just use the W7 license key for a fresh Windows 10 setup—no upgrades required.

That's a grey market key. It's surplus companies bought but didn't use. They're not meant to be sold but people do it anyway.
