You could achieve this speed at 60 frames per second. The GT610 handled the Early Access version at 20 FPS, but it functions properly.

I tested it on a previous version using an AMD 6800K integrated GPU at stock settings. I had to lower shadows and minor details, kept texture quality at maximum, and it worked well.

You can certainly run it. It works smoothly on an i5-2400 with 8GB RAM and a 7950 that's fully maxed at 1440p.
