Yes, you can play Grand Theft Auto V.

It also works well on my 8320, not really hitting 30-35fps. It feels more like 30-45FPS when using High settings on a 760K with R9 270X.
Sorry i dont want to make a war of words with you but you clearly must have some grudge at me now dont you?
I mentioned the weakest R9 200 cards struggle with high difficulty in GTA 5, noting you need a 290 for smooth play and that the 760K can handle it well. You also pointed out the 760K is tough, while your 270X with an 8320 runs smoothly even at high settings. @ zappian confirms he can play GTA 5 well on his 4430 and 270X. So I’m unsure what you meant by GTA 5 running poorly on a 270X and 760K.
This indicates the system should support at least an R9 270, which is more than sufficient for running GTA V.
It's an i5 4460, but the game isn't that demanding on the graphics card. A 270x will work well if you have the right processor.
GTA 5 runs smoothly across all cores on my 8320, performance remains stable. 45-60 FPS at high settings.
At 30 fps maybe just a joke, especially with the AMD CPU, they struggle in GTA
