Unlikely, even at very low resolution and settings. Edit: Still, it would help to clarify which R9 200 card you're referring to. Probably around a 270 model. Edit2: I'm exhausted...

Steam should run performance tests to understand how the game runs on your hardware. Only download the essential files for these tests. It seems the responsibility lies with individual game developers, not Steam.

Perhaps on the simplest options I can manage, I have matching CPU power and it works, but it doesn’t deliver the highest visual performance.

Determine your GPU model first. Then try the tool Google next to check if your GPU meets the needs. Remember, "requirements" usually refer to the minimum settings under 720p at 20-30 frames per second. Ideally, you want something better than those minimums.

The R9 200 series is probably the least powerful, especially for high frame rates. It requires more than the R9 290 and its processor might struggle under heavy loads.

The GPU isn't the problem. I'm running an i5 with a 270x, and it's performing very well. The main issue will be your CPU during this game, which should give you around 30-35 FPS at high settings.
