Just because it lists the details doesn't guarantee smooth performance, keep in mind GTA 4 on PC... even a basic CPU could have issues despite its capabilities at the time.

They didn't optimize the game at all. Rockstar claims it runs at 60fps with a 1080P resolution using an Intel Core i5 3470 or FX 8350, and an HD 7870 or GTX 660. It looks pretty basic by the specs they mention, and they're suggesting very outdated hardware, which makes it either misleading or indicates they're tweaking the code for older systems.
