Probably play it. CSGO isn't the toughest game out there. Just run smoothly at a good frame rate and resolution, not at those high settings.

At 720p or 900p it should work just okay. I’ve run it before on an old AMD Turion II 2,4Ghz with built-in ATI Mobility HD4200 and it managed around 30 frames per second. It wasn’t great for competitive games, but it was fine enough for casual play.
