It's safe to operate as long as it's off. Trying to turn it off will cause shutdown in about 20 seconds. You can use it briefly with an air duster on the IHS, but it won't last beyond shutdown.

The CPU must remain secured by the socket’s locking feature—engaged when you pressed the small button during installation. Naturally, it would be simpler to remove it now compared to when the cooler was installed, but unless there’s any damage such as shaking, dropping, or vibration, the socket hold should be adequate. Of course, I wouldn’t suggest powering up the machine without a cooler, but since it’s unplugged, that shouldn’t be a concern.

It's safe to leave the device in the socket while the computer is unplugged. Just avoid attempting to power it up without a cooling solution!
