Yes, all MSI B450 'Max' motherboards support 3rd gen Ryzen out of the box. That said consider X570, while AMD had announced future CPU support on B450 this will be through what is likely a beta bios and stability will vary. If you are not 100% banking on a 4th gen Ryzen CPU upgrade then do not worry about this. Otherwise I'd recommend a 2x16GB kit over 4x8GB but all other parts look good.

It should function, but waiting a bit would let you choose the B550 or I suggest the X570. The main adjustment would be replacing the 2070 with the 5700xt—slightly slower but offers better value.

Ray Tracing and DLSS 2.0 matter, but the 5700xt works well even without them. The key concern was the motherboard compatibility with that CPU.
