I aim to boost my GPU from the GTX 970 to a 2070 Super. I play games at all low resolutions in 1080p, focusing on maximizing frames per second. Could this new GPU limit my CPU usage and actually reduce overall performance?

the term "bottleneck" refers to a single component restricting your system's overall speed, much like the neck of a bottle limits how quickly liquid flows. in short, even after upgrading your GPU, if your CPU becomes the slower part, you'll still achieve better performance than before. now, what display are you using? which games are you playing and what frame rates are you aiming for?

I track my display at 1080p with 144Hz, focusing on Rainbow Six, Fortnite and CSGO. Right now I see about 165-200 FPS, and I’m aiming for over 240 FPS to upgrade to a 240Hz monitor.

Missed noting my FPS sometimes, it can drop to 100-120, which isn't great for competitive matches.

A GPU swap can assist a few, but achieving 240+ in Rainbow 6 will probably require a strong overclock. A 1070 or 1070 Ti should work well for these titles at 1080p 240.
