I reside in the most costly nation for configuring a setup
Z170 parts cost around $230 to $570
I bought an As131 b450m pro4 during a $128 deal, and I'm curious about the possibility of boosting the CPU later if needed

Unfortunately, you need Zx7x to be overclocked and a "k" CPU (except for the G3258).

Unfortunately, no. You need Zx7x to be overclocked and a "k" CPU (except for the G3258), and memory O.C. is required. Can I use 3200 MHz memory?

It depends, performance can differ between boards. OC RAM usually causes only minor frame differences in games.

unfortunately, if you're using BIOS 1.10, you can still boost the CPU speed further. i've already increased mine from 6400 to 4Ghz and it went even higher.
