It would be more challenging with Windows 10. Perform a clean install. You’ll need to adjust the registry settings during setup to skip the verification steps. It’s actually quite straightforward. The guide might not be current since Microsoft frequently updates its procedures, but there are always fresh tips and resources: https://www.techradar.com/how-to/how-to-...u-shouldnt

It looks like you might be asking about several things at once. First, whether you can download Win10 to get Win11—this isn’t possible. There are different methods to install Windows 11, but the cleanest option is a fresh installation. You can create a bootable Windows 11 drive and follow online guides. You’ll also need a functional computer to carry out the process.

I'm setting up a new system but planning to upgrade to Windows 11. The motherboard or CPU has a TPM header, which I believe is required for Windows 11 without needing Windows 10.

They don't have to go around TPM since they use fTPM; the wording just became a bit unclear.

It seems the issue is likely irrelevant. You could simply set it up as any other operating system.

Confirming you have fTPM installed. Prepare a USB installer for your current Windows system, ensure secure boot and fTPM are activated on the latest version, start from the USB drive, and proceed with the installation.

It seems this link might help you determine if your PC has a TPM. Check it out for guidance.
