I own a 16GB DDR4 Corsair Vengeance LX3200 and a 16GB DDR4 G.Skill RAM 3000. They aren’t operating at their maximum speed. I learned that enabling XMP settings can boost performance, but I’m not sure if it’s safe for mixed-match RAM.

It won’t work like that. You need to match the RAM speed across both sticks and use identical XMP profiles. It’s best to adjust the RAM speed manually since the motherboard already has some presets. I suggest setting both to 3000 MHz for optimal performance.

If I were handling this, I’d make sure the slower setup matched the faster one. If I was eager, I’d place the slower sticks in the main slots, the faster in the secondary slots and test XMP. If I was really pressed for time and the system worked fine, I’d wipe the CMOS, put the faster sticks in the primaries, slower in the secondaries, let it run wild and hope for the best but brace for the worst—it’s just simpler that way. Hardware sometimes pushes limits if you set too high expectations.
