I’m thinking about purchasing a used budget PC for your mom’s office needs. I found one for $185 with an i3-10100, Asrock H510M-HDV R2.0, 128GB SSD, 1TB HDD, and 8GB DDR4, bought in November (per the receipt). She doesn’t have much tech experience and mostly keeps things on her desktop. I’m looking for ways to simplify things without making Windows feel slow. For instance, could files saved to the desktop automatically move to the HDD while still appearing there? If anyone has a better approach that makes this easier for her, please share it.

You're looking for a quick way to launch a file directly from the desktop by double-clicking, without opening it in the HDD.

Right-click the desktop in File Explorer, go to the Location tab, make a folder named Desktop on your HDD, and when prompted, select yes to move files there. This method works for all my folders like downloads, documents, and desktop.
