The i5 3570 handles the GT 610 without any bottlenecks. The main concern is the graphics card itself, and it seems adequate for GTA V.

Opt for a better graphics card instead. A GTX 1050 (Ti) is a solid choice.

Using that GPU with 6GB of RAM, run at 720p using the lowest possible configuration. The GPU tends to be the limiting factor, though it can handle 8GB if needed.

If you're looking to save money, a 1030 is essentially similar to a 750Ti. I'd also suggest going with an RX 560.

Absolutely, that's a significant improvement. GTA 5 requires around 8GB of system memory.

At the minimum configurations, 1024x768 should still allow you to reach around 30 frames per second.
