Using NMM hides your mods completely, and even with Steam Skyrim it remains a solo experience. If it supports mods, players can do whatever they like with it, and it would change things if it were modifiable. With multiplayer features, the situation is slightly different. Skyrim doesn't include MP.

In single-player titles you're generally not banned unless it involves Steam community channels. Multiplayer games with mods behave differently.

Even with Lover's Lab or some unusual changes, you won't face a ban. Bethesda supports modding in Syria openly. Note: My phone automatically set Skyrim to Syria, and I don’t mind the change.

If you could, I wouldn’t have been banned much before now. I use Nexus and sometimes work on projects. I mainly play Skyrim and Morrowind with mods.

It's absolutely fine, nothing to worry about, only modding multiplayer games can cause problems, any single player game is fine to get whatever mods you want from wherever you want to get them.

Check out the massive modding scene for Skyrim and other Bethesda titles. No one faces consequences for creating mods. Bethesda actually promotes modding since it boosts sales.
