I purchased the racing wheel from Gamestop for PS3/P4 use. After selling my PS4, I kept the wheel in case I wanted to use it with a computer. It has a USB port, so it’s under Gamestop’s license. I’m trying to figure out if it’s possible to play Dirt 3 on it and would appreciate your advice.

If it's USB, there must be a solution available. People often search online and create drivers for such devices. For instance, you can use your GameCube controllers in an emulator on your PC.

Search for individuals to operate it. Note that Dirt 3 might not work with a PS4 steering wheel.

I understand these Logitech wheels designed for PlayStation might be tough to find on PC. It’s possible the same applies here. Check online forums or search for the exact model number to locate available drivers.
