I believe if you're capable enough, anything seems achievable. Yet in real life, I'm ready to wager that many obstacles will arise to make it difficult.

Currently, not really. Likely in the future, though the question remains—why? The main purpose of using Windows is compatibility, which isn't valued on ARM.

It seems premature to worry yet. Apple is just two years away from adopting their own ARM-based chips, and it would be unrealistic to buy into the first generation right now. On the other side, most Windows systems don’t run on ARM. Still, Microsoft probably plans to push ARM support more in the coming years, especially with delayed Windows 10X releases and eventual use on devices like Microsoft’s Duo. In about three to four years, a virtualized Windows environment on Apple silicon might become feasible—and even valuable—but this depends on whether virtualization is enabled by hardware, which ultimately rests with Apple’s decisions.

They likely won’t restrict virtualization. What they might offer (and possibly charge extra for) would make it a premium feature only

Tablet and phone makers usually restrict the phone's EFI to their own operating system. This restriction must be updated to enable installing another OS. If a future solution emerges that isn't listed here due to forum guidelines, then yes you could install Windows 10 on ARM. Another challenge is deploying Windows 10 on ARM devices. Microsoft only officially supports this version for its approved partners. This situation may shift, but currently it remains unchanged. No explanation provided, though it's likely the OS is only tested on certain hardware setups. If it gains traction, things might change.
