Up to 4790k with 4.8ghz performance possible. R5 5600 might be overclocked. DDR3 2133mhz with two 8GB modules. Upgrading to DDR4 3200mhz with two 8GB sticks. Budget around $200 for the whole setup, including motherboard, CPU, and RAM. I’ve spotted used offers: R5 5600 for $90, MSI B550 for $81, and HyperX 3200mhz 2x8GB for $30. I also have a good AM4 compatible cooler.

Yes, there will definitely be a clear distinction. I think you're joking? The Ryzen will make a big impact.

It offers a significant boost in CPU performance. The Ryzen 5600 is eight years ahead of the 4790k and features additional cores. A solid upgrade without any doubt

It will definitely improve, the main worry is the offers don’t look very appealing. Everything is priced close to new components, and spending an extra $20–30 while getting a warranty sounds reasonable. Or you could search a bit further to find a better price, because you should be able to get a R5 5600 at a similar cost to the 5500 you’re considering.

I have a budget of exactly 200, because I believe I can't sell my 4790k plus ASUS Z97-C along with 16GB DDR3 2133MHz and a random GTX 1050 Ti for more than that. I’d prefer a used 5600X instead of a new one with warranty.

The 5600X and 5600 are identical processors, making the warranty worthwhile. If you're comparing a used 5600X to a brand-new 5500, opt for the 5600X.
