I'm familiar with Sid Meier's Civilization series, but I'm looking for an experience similar to Cities: Skylines that incorporates the 'Evolution' aspect of civilizations—such as creating new economic models, modifying laws, altering religions, and other dynamic changes over time.

The only game matching your description is Age of War. (It's a flash game...) Or perhaps these options: Total War, Ish Settlers, Aurora 4x Anno, Age of Empires, Dwarf Fortress.
