I report this as a scam. Such modifications need the Steam API, but either Valve provides it directly or doesn’t. Redemption items behave differently than skins or hats, which are purely cosmetic.

I've heard about this before, but it wouldn't be worth returning your Steam games. You'd purchase or save all your games via this service and then sell your digital items from there. It would just add another layer of interaction.

It seems quite rough. You'd be paying for a third-party site to purchase or lease games, then getting some of the funds back when you no longer want them. I think you'd likely be using their pre-built account or having the games shared to you. While technically possible, Valve wouldn't act if they just took the money and disappeared. A company or bank might handle it, as could local authorities.
