Emulator stuff is perfectly fine. There are ongoing tests, but most regular users don’t have the kind of hardware needed to run it smoothly.

I wasn't aware emulators were against the Coc. When I look them up on Google, there are many results, but I don’t know which ones are safe to download or which are just full of malware and annoying surveys.

They're developing a PS3 emulator, but it doesn't seem promising. They managed to play some menus and Terraria for a while, though the rest was too demanding. Overall, it doesn't look like a good investment right now. It's better to buy a budget 360 instead.

Emulators themselves aren't inherently illegal, so they fit within CoC guidelines. I've learned that most people encountered viruses in surveys, and around half were PS3 emulator users—though we're not close to that anymore. Most PCs lack the processing power needed for 360/PS3 games, and the setups were quite unusual.

Emulators are permissible when the device is inactive in a live environment, such as production servers, or on consoles like the PS2 and Dreamcast.

I imagine xbone and PS4 emulators will appear first. The next-gen consoles rely on X86 with a tweaked DX11 API. The Xbox 360 and PS3 were still powerful machines. There are still some gamecube titles that don’t fit Dolphin well, like Metroid Prime.
