The Poe option indicates it can only operate on four ports simultaneously. Therefore, with three APS, a Roku, and two Fire Cubes, it would not function.

The updated POE protocol (48V 802.3) communicates with the device to supply power. It is compatible with non-POE devices.

If you aim to energize additional gadgets, you'll need a distinct switch. You might indeed have to upgrade to 16 ports, as larger sizes offer more choices.
You could explore the Ubiquiti UniFI lineup, which I've been looking into.

they mention a 16 with eight powered units, yet I'm expecting around $300. That seems out of budget for a cable organizing task.

I don’t recall the minimum requirement, but it seems to be around seven watts. As each device connects and requests its share, the switch will assign that amount and reduce its remaining power budget. When the next device arrives and asks for power, it checks if it has enough. This allows you to run many more devices, especially if they use less power.

That is a more common limitation. Only 1/2 the ports are POE enabled for example.

I might choose the non PoE 16 port and explore what it leads to. Examining fresh patch cables from monoprice, a wall-mounted AV shelf with three shelves, and the latest switch. Trying to resolve some of the current cable clutter caused by expanding the home theater setup and setting up Ethernet in the same area. I’m hoping moving devices around and using suitable-length patch cables will make a difference. Perhaps adding a new power strip would be useful too.
