It varies by situation. 1080p isn't enough, but 1440p could work. It really depends on the game and whether it supports 4K.

The Corsair CX series is generally considered affordable, but not necessarily low-end. It doesn't require an 80 Plus Platinum certification to be effective.

650W covers the setup well. The 3600 model uses about 85W on its label, while the 3070 draws roughly 220W. Unless you're powering ten fans with a pump and holiday lights, the power supply should handle it fine. I'm using the 3600 overclocked with a boosted 2070 Super (drawing around 250W) on a 650W unit—no problems at all.
