A Gigabyte board at that price point looks decent. For your mITX Ryzen 3000, it might be worth considering the X570 mITX if you want better performance, or stick with the MAX if you prioritize cost or compatibility.

For 6 cores and 8 cores, yes—though performance might be minimal on Zen 2. It seems they didn’t test any third-generation CPU before assigning the X570 or B450 models. The X570 is excellent, but the B450 is poor; since the Max isn’t an ITX board, direct comparisons aren’t possible.
