turbo power boosts performance without doubling energy use, offering only a slight efficiency gain that still consumes more power. It requires a new cooler and may not be the best choice for saving on electricity costs.

Usually it doesn't follow a straight line; performance tends to rise slowly as power increases, so performance doesn't simply double. Only specific tasks can reach the chip's maximum power usage. Many applications, such as games, operate well below the device's peak draw. The processor also tends to cap at lower power levels over time, and you might be able to adjust this setting on your board. To cut costs later, adding a CPU cooler is straightforward.

For a budget-friendly option with the 13400, the Thermalright Assassin Spirit 120 stands out. The Hyper 212 remains a solid pick, matching the Hyper 212’s value despite minimal changes over ten years. Neither significantly differs in look or cost from the Noctua NH-D15. Both perform well if you adjust mounting hardware to fit new sockets. However, they’re battling strong competition from cheaper models that deliver comparable performance with slight variations.

A 20$ setup with a 4-6 heatpipe tower works fine, the main thing is the CPU can run at full turbo without throttling at both 80°C and 100°C. The H212 is not great, it’s more like a basic option compared to the Assassin 120 at the same price. Usually, a U12s Redux without performance focus isn’t worth it, and the U12s Redux is already underwhelming. I own one just because I lost the mounting and can’t resell it—it’s decent for cooling older CPUs on a testbench. If you value power use, Zen4 is an option but it’s much pricier, and there aren’t many used units available for 12th gen or Zen3 models.
