The CPU is fine. I wouldn't call it good, but it will not hold you back too much. The bigger issue is your GPU. That will most bottleneck you much sooner than your CPU will in most games, but even the GPU is decent for gaming. Older games and/or less GPU heavy games should run fine at medium/high, and newer games should run fine at low/medium. Just don't expect to max out The Witcher 3 or games like that. I don't know what the other components are, but for 140 pounds I'd say that's a good deal.
