I'm actually upset about something positive here; I was trying to reinstall Cities Skylines on Steam, and then suddenly the network speed dropped sharply. It jumped to 30 megabytes per second per second, cutting in half the time it usually takes. In fact, half of my download finished in just a few minutes, while the rest took 10 to 20 minutes. Why did this occur, especially since my connection is supposed to be 100 megabits per second and the speedtest showed only 55 megabits per second? How did this happen?

Yes, some of the game data became available after the reinstall.

I removed it and reinstalled it via Steam. That could be the reason.
