It's not simply "can try," overclocking a GPU starts with raising the CLOCK speed first.
Please consider this advice carefully before sharing anything that might be risky. I hope the person wasn't just increasing voltage randomly on their GPU in a vain attempt, risking damage instead of improving performance.
