There is a community, yes. I don't play it myself, but I heard a while back that Blizzard was planning on adding it to the battle.net app as sort of the first "retro" Blizzard game to be available for that launcher.
People are okay with it. I’m not familiar with 1v1 or standard map sizes since I only play custom maps. Originally, W3 could visit a site and use bots to host their preferred maps. There are already bots running maps such as Legion TD, Line Tower Wars, Dota, etc. The number isn’t as high as it used to be, but the community still exists even though it’s smaller. If someone wants to purchase it, they should buy from G2A for more than half the cost. I spent around £10 for W3 RoC and TFT together. Most people use Garena or EuroBattle.net clients to play for free.
I recently enjoyed it on LAN with my brother. It remains enjoyable! Look at the community feedback—there are still active participants, though the exact numbers aren't clear.
