Yes, roaches can harm PCs if they nest inside the case or near the backside of the motherboard. To eliminate them, use appropriate pest control methods and ensure proper ventilation.

I mean maybe. They might bring in a huge amount of dirt, and with so much of it, the odds of finding something conductive that could cause issues are much higher. The real question is why there are roaches in your computer and why you don’t just get rid of them right away before figuring out the damage. As for getting rid of them, turn off all power to the computer, let it rest for a day to drain it, and ideally seal it in an airtight container. Then use a fogger with insecticide instead of spraying inside. First, eliminate the bugs, then thoroughly clean up the mess they left behind—expect to remove heatsinks, swap thermal pads, and rinse everything with cleaning fluid and 99% isopropyl alcohol.
