It's just a joke, but the main point is: Win7 will work as long as the driver and graphics cards can handle it. The same applies to XP—only the latest models from Nvidia and AMD supported older specs like 1440p at 144Hz. For 2K and 98, the newest cards from ATI and Nvidia couldn't reach that resolution. That's pretty advanced tech!
