You might be able to adjust the frame rate, yet they made the final mistake of linking physics and vehicle speed to it.

They didn't link two features to frame rate individually. They set a consistent 33ms per frame, which simplifies many aspects of development. A fixed game time really helps with performance. It's not an ideal fix, but if the timing stays steady, it makes things much smoother. They likely thought a locked frame rate wouldn't cause major problems and that 30fps is easily achievable on the PC side. They've recognized this concern from players and responded positively to feedback about unlocked rates in previous titles. To meet this goal, they decided to push the PC launch to Spring 2016, keeping PlayStation 4 and Xbox One releases as scheduled starting November 3, 2015 in North America and worldwide on November 5.
