I was thinking about a Ryzen build and noticed someone mentioned the MSI B350m Pro VDH doesn't support the Ryzen 3 1200 without a BIOS update. Is that correct? Also, if it does work, can it be overclocked to around 3.8 or 3.9 GHz? A newbie like me, 15 years old, just trying to understand...

Supports it fine although its always a good idea to update the bios soon as possible after booting.
See no reason why you wouldn't be able to o
Push a decent overclock with that board either.
I'd take the asrock b350m pro 4 though if its available at a similar price though.

I own the ASUS Prime B350m-A/CSM motherboard, considered the most affordable B350m Chipset MOBO. Typically, a BIOS update would happen automatically during startup. I received one without any issues.

For overclocking, an aftermarket cooler such as the 212 EVO with AM4 brackets is suggested. I currently have a RYZEN 5 1600 OC'd at 3.7GHz using 1.30V and the stock cooler. Increasing to 3.8GHz would necessitate an aftermarket solution. (Almost every Ryzen chip can sustain 3.7GHz well.)

Yeah, I've got a build that's similar to the MSI B350M mortar. I can reach 3.8ghz at 1.280v and aim for 3.9 at 1.300v.
