I play on this FiveM server with my friends, and I experience stuttering at high frame rates. My average FPS isn’t affected, there are no drops, and the game runs smoothly except for occasional stutters every 3 to 5 minutes. This isn’t due to Fivem being poorly optimized, and it’s not typical since my friends have worse PCs and don’t face the same issue. The stutters occur at irregular intervals, making them sudden and disruptive, which greatly affects my experience. I’ve tried adjusting the settings, but it didn’t resolve the problem.
PSU: specifications, model, power rating, age, state?
Hard drives: specifications, type, size, usage level?
(Reminder: Using "HDD's" generally isn't the best approach to rule out a HDD issue. Other factors play a role. Could you ensure all crucial information is backed up? At least two copies, stored elsewhere, and recoverable?)
Check Task Manager and Resource Monitor to assess performance. (Run both tools sequentially.) Observe what the system is attempting during stutters.

Condition: I’m not sure how to measure this, but it seems okay since all my other games are running properly (including regular GTA V and GTA Online).
My Windows is installed on my SSD and I don’t know its make or model, but it’s a 250GB Samsung SSD with about 50GB remaining.

I have all my data backed up.
I’ve used Task Manager while playing, and my usage is roughly:
35-40% CPU usage.
65-70% GPU usage.
60-65% memory usage.
My GPU temperature was 71 degrees and CPU temperature was 50 degrees.
I’m not sure what a resource monitor displays, but if you can explain what it shows, I might be able to give you some insights based on my previous experiences with monitoring tools.
So far, I haven’t noticed anything unusual during stutters, but I only checked Task Manager, so I’m not sure.
