If you're open to it, check out the Z390 itx. It supports 6+2 Vrm and handles the i9 nicely—size doesn't fool you. This model is outside your budget, but it's ideal if you need a full Atx board like this one. Another option is the Maximus X, which offers similar features.

it won't work because overheating triggers an automatic shutdown in the Maximus XI lineup. They don't match the performance of even the Aorus Elite until you move into the Extreme and Gene models. The Hero, Code, and Formula options are clearly inferior in power output. The MSI Z390 Ace and Gigabyte Aorus Master likely fall outside your budget, though there are some boards that outperform the Z390-H but aren't better than the Aorus Elite. At that stage, upgrading isn't really worthwhile.
